Following the Prakas on the Collective Management Organization, the Ministry of Culture and Fine Arts, copyright owners and lawyers have been working to create the collective management organization in order to  to manage their rights in common, by administering licenses, collecting royalties, and enforcing rights on their behalf.

The Intellectual Property Association of Cambodia was established on 05 July 2016 by a group of qualified trademark agents, patent and industrial design practitioners, attorney s at law and professors with strong support from the Ministry of Commerce.
